Council passed the third reading of a bylaw allowing R.M #622 to enter a Planing District
agreement which can be viewed online. The new agreement allows NODCA to set the procedure for adoption of the District Plan, amend as needed
and make recomendations regarding development within the District. By signing the agreement we also agree to pay any direct costs relating to
our request for termination.
The motion was passed; Jim, Joe, Marie, Jason and Leslie for, Harley and Art against

NoDCA, please print, sign and mail this petition to someone you
hear is collecting them.
The petition reads "Should the Rural Municipality of Beaver River No. 622 have its name removed
from the Planning District (named North of Divide Planning District) established pursuant to section 97 and 99 of The Planning and
Development Act, 2007?
The Motion presented to council immediately following presentation of the Petition was "I move that the Rural Municipality of Beaver River #622 not employ a By-Law Officer and immediately terminate the contract that it presently has with NODCA for one."
The motion was defeated; Art and Harley for, Harvey, Sarah, Marie and Barry against
Before By-Law 2-14 the use of campers as living quarters on acreages was not restricted or
regulated by council. (By-Law 57 Consolidation 2012 - Pages 16 - 40)
Lakeshore Residential, LD1 and LD2 had limits of 30 days for campers used as bedrooms.

The joining of the Urban and Rural Municipalities Acts into one Act called The Municipalities Act broadened the authority of council to generate revenues.

In order to prepare the way to collect these extra revenues the council had to change our existing zoning guidelines “By-Law 57” to a NEW zoning by-law designed to control the use and development of land through a system of licenses, inspections, permits, or approvals called “Zoning By-Law 3-13”.
As a result of these changes, there has to be a method of enforcing; therefore a
By-Law Officer.
By-Law 3-13 has not yet passed Government approval so in the meantime to provide a smooth
transition, this council has been passing a series of amendments to By-Law 57 to make it more like 3-13.
